Hiram Monserrate and the other "caught Albany pols" are only the tip of the corrupt iceberg in our State Capitol.
It has been going on for decades, and once in a while there has to be a “sacrificial lamb." In his case, Monserrate pled guilty to federal charges.
Mail fraud is not covered under state law, but is rather a federal offense. This way, Monserrate gets to spend his time in a federal prison. It may not be Club Med, but I've been told it is far better than Danamora State Prison.
This kid glove treatment does come at a price for Monsey. That is go quietly, and do your time. There are a lot of boys depending on him in Albany, and maybe he will even get a radio or television show if he plays his cards right.
